Fix Release artifacts manifests

Downloading artifacts with needs doesn't overwrite existing files. For this reason releases use the commited manifests since 1.23.2:

• Release Artifact https://gitlab.com/gitlab-org/gl-openshift/gitlab-runner-operator/-/raw/v1.29.1/operator.k8s.yaml
• The manager version is v1.23.2
