fix: Restore custom styling on left panel scrollbar

Ben requested to merge cbj4074/webapp:2258-restore-left-scrollbar-styling into develop

The custom styling was lost when moving to a pure Vue implementation. This fix replaces the default browser styling with the same styling that is used on the chat window scrollbar.
