Add linter to makefile

Alex Ives requested to merge alexives/gitlabktl:add_instructions_for_codeclimate into master
  • Add instructions to DEVELOPMENT.md for running linter
  • Add lint target to makefile that adds the gocyclo image
  • Update .gitlab-ci.yml to use make target

I know this is pretty minor, but I wasted a minute trying to figure out how y'all linted this and I figured I'd just go ahead and add this info to DEVELOPMENT.md unless someone objects.
