Support Knative 0.9 (including Cloud Run)

Why

Currently, we use tm version v0.0.12, which is not compatible with Knative beyond 0.7. Cloud Run on GKE has recently updated their Knative version to 0.9 (#54 (closed)), and we want to fix this compatibility issue.

What

Update the tm library to be compatible with Knative 0.9

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
