Copy repository route under - scope

What does this MR do?

Another approach to !20455 (merged) and #118849 (closed)

Copy repository routes so those are available at both /-/ scope and without one. Keep UI to use unscoped routes for now.

Extract repository routes that are already under /-/ scope into separate file. See !22092 (comment 263488383) discussion.
