Modify the CI config to support security branches

What does this MR do?

  1. This allows pipelines to run for security/* branches.
  2. This also makes the gitlab:assets:compile pull-cache, gitlab:assets:compile, package-and-qa-manual:master, package-and-qa-manual, and package-and-qa jobs allowed to run in the gitlab-org/security/gitlab fork.
  3. The other gitlab-org-specific jobs cannot be run on the security fork, for mostly the same reasons as we disable those for forks.

This supports gitlab-com/gl-infra/delivery#472 (closed).
