Project settings "no. of required approvals" input is +/- in non-sequential order

Was not fixed in !15378 (merged).

This issue is affecting the approval project settings.

when increasing/decreasing the no. of required approvals input, it has a strange behavior. It seems like the FE is overriding and then slowly changing the number.
