Add authentication on top of publicly accessible Kibana

This is related to #33782 (closed), and more specifically this MR !18015 (merged).

Note: At this point we're unsure whether we want to keep kibana as an option when releasing log management to users #33782 (comment 230778266)

The default configuration for ingress on GKE is to make the endpoint publically accessible. If we end up shipping kibana to users, it needs to be authenticated properly
