Replace release notes form in new tag page with a link

What does this MR do and why?

This merge request removes the release notes form from the new tag page:

/-/tags/new

in favour of a link that points the users to new release page:

/-/releases/new

The UI copy used was provided by @shinya.maeda and @emilybauman, but might still need some edits from Technical Writing team.

Additionally, the following adjustments were made to ensure specs are passing:

• Removed parts of QA specs that touched the release notes form.
• Regenerated locale/gitlab.pot to remove unused messages and add new ones.

Resolves #342820 (closed).
