Reduced lease from 1.5hrs to 1 hr

What does this MR do and why?

We wish to remove the delay in running Namespace::AggregationSchedule, as this delay is causing visibility issues and also some storage enforcement issues.

We want to do it iteratively and start with reducing the delay and monitor step by step what the impact of this could be on our infra.

As the first step we are reducing Namespace::AggregationSchedule Lease to 1 hour

We hope to solve these problems by removing the delay
