What does this MR do and why?

Updates the https://docs.gitlab.com/ee/development/gitlab_flavored_markdown/specification_guide/#input-specification-files section:

  • Adds a new linkable header for Input Specification Config Files (*.yml) to distinguish them from Input Specification Files (*.md)
  • Reorganizes text describing this section into a hierarchical ordered list, to provide a better at-a-glance idea of the overall structure and meaning.
