Fixes collapse button being duplicated on extensions

What does this MR do and why?

• Fixes the collapse/expand button in widget extensions being duplicated (video with current incorrect behavior).
• Adds a tooltip to the merge states Options dropdown (current incorrect behavior, Pajamas).
• Updates the markup to be in the correct order, this was left over from a feature flag removal ((intended order).
• Removes a reduced font-size override in the merge request widget for certain breakpoints (current incorrect behavior).

How to set up and validate locally

• Add a status check in the project MR settings (this will allow a report widget to be shown). You can use fake data like Test and https://api.gitlab.com
• View an MR that is ready to merge
  • Review the points above that are being fixed (except for the Options dropdown which is not visible in this state)
• Merge the MR
  • The Options dropdown should be visible in this state in smaller viewports.
