Create an audit log when approvers are invalid

What does this MR do and why?

There are instances where an approver rule is considered invalid - for example when there are no valid approvers to approve it.

In this previous issue #374566 (closed) we did some work to make it clearer around invalid approver rules but now for compliance we need to add audit logging around this.
