What does this MR do and why?

The MR adds a textual note about the cache invalidation taking up to a minute after the setting change.

How to set up and validate locally

  1. Enable the access control for Pages: https://gitlab.com/gitlab-org/gitlab/-/blob/4377d02625c0c610616205e2eec321f225e14ad8/doc/administration/pages/index.md#access-control
  2. Navigate to your project's Settings > General and expand Visibility, project features, permissions.
  3. Check the text for the Pages toggle
