What does this MR do and why?

Moves BoardBlockedIcon component to vue_shared and renames it to something more generic to be reused on Roadmap.

How to set up and validate locally

  1. Open an epic and add a blocked by relationship
  2. Ensure the epic has valid start and end date so that it displays on the roadmap
  3. Open Roadmap and hover the blocked icon next to your epic
