What does this MR do and why?

• Adds classes to make package settings side-by-side layout left column sticky on desktop
• Utility classes are required from feat(css): Adds lg sticky position utility classes (gitlab-ui!3034 - merged)

How to set up and validate locally

1. Visit 'Project' > 'Settings' > 'Packages & Registries'
2. Replace https://gitlab.com/gitlab-org/gitlab/-/blob/master/app/assets/javascripts/packages_and_registries/shared/components/settings_block.vue#L13 with long content. You can use a lorem ipsum generator and paste that in multiple p tags
3. On desktop, confirm that left column sticks on the top when scrolling
4. Verify the same for 'Group' > 'Settings' > 'Packages & Registries'
