What does this MR do and why?

This adds reflects our current thinking about 1 possible approach to implementing "Pods" as described in https://gitlab.com/gitlab-org/gitlab/-/blob/master/doc/architecture/blueprints/pods/index.md . This is a single possible architecture and we've kept it in a separate file to allow us to add other possible proposals that are linked from https://gitlab.com/gitlab-org/gitlab/-/blob/master/doc/architecture/blueprints/pods/index.md so that in the end we have a list of the options we considered and the reasons we chose not to implement specific ones.

Numbered steps to set up and validate the change are strongly suggested.
