Add /timeline quick action for incidents

Adds a quick action to submit a timeline event comment. Accepts timeline comment, date, and time.

How to set up and validate locally
- Create an incident in Monitor > Incidents
- Make sure you have
Developer+permissions on the project. - Use the quick action as
/timeline comment | 2022-09-07 09:30 - Run the quick action with various cases as you please.
