Update deployment tier guess regex

What does this MR do and why?

This changes adds an extra regex condition to not match the word nonprod to a production deployment tier.

This change also removes an extra pre-prod spec.

A customer reported that deployments with the phrase nonprod were being marked automatically as production tier deployments. nonprod and non-prod strings will now be marked as staging.
