This is a draft PoC for !96213 (diffs, comment 1083855300)

Note: you'll probably need to run a Feature.enable(:usage_quotas_for_all_editions) before testing the results

And you can modify app/assets/javascripts/usage_quotas/components/app.vue:11 to quickly switch between the EE / Not-EE views.
