Email notification of MR going into draft or out of draft

What does this MR do and why?

It's not clear from this notification whether the MR is going into draft or out of draft. This feels wrong since the actions that a reviewer should take for an MR going out of draft are very different from the actions they would take for an MR going into draft.

The email notification should make this clear.

This MR aims to resolve this text in order to better communicate what the draft status has been changed to.
