It adds styling for the custom signin text for the redesigned login page.

How to set up and validate locally
Feature.enable(:restyle_login_page)- login as admin
- go to
http://$GDK/admin/application_settings/preferences - set signin text under
Sign-in and Help page - log out -> see text in action
