These changes are part of an effort to migrate page-specific CSS classes to utility classes within GitLab: &8326

How to set up and validate locally
Numbered steps to set up and validate the change are strongly suggested.
- Click on the hamburger menu
- Go to security
- Check that the accordion on the left ("project security status") works as expected by opening closing, etc.
