Add GraphQL extension to limit field call-count

What does this MR do and why?

This MR adds a new GraphQL extension to limit field call-count. This prevents users from executing expensive queries that we don't internally use. Please see the documentation for more details.

A few notes:

• Originally discussed in Slack (Internal Only).
• We want to use it in !95255 (merged).
