Add Pages warning about OAuth application and redirect URIs

This MR adds a warning for regeneration of OAuth application when changes are made to the redirect URI. Current behaviour is reported as a bug, and can be frustrating to debug when expected behaviour doesn't happen. See omnibus-gitlab#3947 (closed) for more information about the behaviour.
