Resolve "Group incorrectly identified during feature flag check"

What does this MR do and why?

While rolling out the "use_pipeline_wizard_for_pages" feature flag, an issue was discovered where the group would not be correctly identified causing the feature flag not to have any effect unless rolled out globally. This MR fixes that issue.
