Usage ping for artifacts:reports:junit

What does this MR do and why?

Customers can Upload Unit test reports using the artifacts:reports:junit keyword but we do not know how often this is happening.

Add a tracking event that fires when this artifact is uploaded by a pipeline. We should track user who triggered the pipeline and only increment by 1 for each pipeline, not each artifact.
