Docs: (EE-Port) Fix anchors with extra hashes

What does this MR do?

EE Port of https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/24992, with two EE-only docs added in. Just fixing all anchors that have extra hashes by accident.
