Move code in EE::RelativePositioning to EE::Issue

What does this MR do?

Move code in EE::RelativePositioning to EE::Issue

EE::RelativePositioning is only prepended in EE::Issue and it makes more sense to just include the code there.

This also keeps it consistent with our pattern of prepending classes in EE of the same name.
