Move DB case studies to database directory

What does this MR do?

Moves two database case studies from doc/development to doc/development/database:

  • doc/development/database/filtering_by_label.md (technically groupproject management)
  • doc/development/database/namespaces_storage_statistics.md

No content changes, with one small and understandable exception: I fixed a link that had its linking words separated by a hard wrap. Doing this trips up our linters for links, so let's not do that.

The www-gitlab-com repo contains at least one link to a page that's moved here, so I'll need to spin up a follow-up MR. Correction: no it doesn't; I copied and pasted the wrong filename. A sign that it's time to stop for the day.

Author's checklist

If you are a GitLab team member and only adding documentation, do not add any of the following labels:

  • ~"frontend"
  • ~"backend"
  • ~"type::bug"
  • ~"database"

These labels cause the MR to be added to code verification QA issues.

Reviewer's checklist
