Add expand/collapse when invite modal errors are more than 2

What does this MR do and why?

• adds expanding/collapsing when over 2 submission errors for invite modal
• allows the UI to scale when there are a lot of errors

How to set up and validate locally

1. Create a new group(or use existing)
2. Visit the group's member page
3. Click the invite members button.
4. Add(invite) a user as a Developer
5. Create a sub project(or group)
6. Visit that sub project(or group)'s member page
7. Click the invite members button.
8. Attempt to add the user that was just added to the top level group as a Reporter (do this on 3 different users)
9. Observe expand/collapse
