Update gitlab-license gem to the latest version

What does this MR do and why?

This updates the gitlab-license gem to the latest version (2.2.1) which allows JiHu's GitLab instance to have a license without an expiry date.

The gem was recently updated to fix an issue that JiHu were having (https://gitlab.com/gitlab-jh/gitlab-jh-enablement/-/issues/237) as a result of a recent version bump in !92479 (merged)
