What does this MR do and why?

Resolves https://gitlab.com/gitlab-org/gitlab/-/blob/e8bb84cf1641f65daaf75decf3b8e154e4a4c931/.rubocop_todo.yml#L2110 for app/graphql/resolvers.

Note that this MR targets the previous branch in this series of MRs. For the record, I regret chaining these. There's no reason they need to depend on each other, but now I'm deep into it and I don't want to start over.
