Add new Secure get started guide

What does this MR do and why?

@rdickenson and I are building new Secure/DevSecOps tutorials and a get started guide per this issue. This is the Get Started guide initial file addition.

To avoid confusion, an existing file with a very similar name exists. It was our initial work and will be renamed as a tutorial and moved into the new tutorials folder.
