It creates pipeline rule component on project level. In order to reduce complexity for a review, implementation will follow next steps:

1. This MR creates pipeline rule component on project level
2. Next MR - reuse this component for a group level
3. Implement schedule rule builder
4. Refactor components for extracting common parts

2. Go to URL/root/PROJECT_ID/-/security/policies
3. Create new policy
4. Select Scan execution policy and click Select policy
