Increase visibility of release-cli shell executor instruction

What does this MR do and why?

When setting up Gitlab Runner to work with the release keyword, there are two paths that can be taken, depending on the type of runner executor. The shell executor instruction is currently lower in the page and could be missed.

This MR moves the shell executor instruction next to the Docker instruction, in order to make it more visible.
