Requesting Proofreader permissions.

What does this MR do and why?

Hi, I would like to introduce GitLab in my company but requires that the user interface must be localized (Traditional Chinese). So I spent some time translating and uploading a month ago, however, the approval rate still has not been progressing. Can i have the proofreader permissions to promote the processing?
