Fix artifact empty state

What does this MR do and why?

This MR fixes a bug which was not displaying our empty state page when artifacts containing test report data have been removed from the system.

We discovered that our new empty state page were not showing up correctly when artifacts no longer exist, as you can see by clicking on this test_report for gitlab-runner.
