How to set up and validate locally

1. Enable this feature flag: jira_connect_oauth
2. Open Admin > General settings URL: <GDK_DOMAIN>/admin/application_settings/general
3. Scroll down and find GitLab for Jira App and expand.
4. To trigger an error, input a string with length greater than 255 chars in Jira Connect Application ID and hit save.
