What does this MR do and why?

Fixes creating an epic in a scoped epic board. Now when a label is defined in board scope, it adds it automatically to the epic being created.

How to set up and validate locally

  1. Visit an epic board
  2. Click Edit board in the top right corner
  3. Add a label to scope and Save
  4. In a board column click + and create an epic
  5. The epic should have the label from scope assigned
