Sets vulnerability state properly to detect the dismissed state and set it appropriately based on dismissal feedback

This MR corrects the ingestion service to properly detect the dismissed state and set it appropriately based on dismissal feedback. I will write a database migration in a separate MR to correct the data inconsistency regarding vulnerability state.
