Remove operations_feature_flag_index_tab feature flag
What does this MR do?
We added a feature flag named operations_feature_flag_index_tab for https://gitlab.com/gitlab-org/gitlab-ee/issues/7731.
We should remove this feature flag after we confirmed that the feature is deemed stable.
