How to set up and validate locally

1. Logging as an admin
2. Visit /admin/application_settings/metrics_and_profiling#js-performance-bar-settings
3. Expand Profiling - Performance bar
4. Check Allow non-administrators access to the performance bar checkbox and add some gibberish text to Allow access to members of the following group input
5. Click Save changes and observe errors
