Draft: Hide the "Clear cache" dropdown from auditors

What does this MR do and why?

Auditor users should not be able to clear the Dependency Proxy cache. Even though the API works as intended (denies the action), the UI shows the Clear cache dropdown to the auditors. This MR address this UX violation.
