Fix broken master due to direct inclusion of EE code in CE space

What does this MR do and why?

Fixes a broken master caused by direct inclusion of EE code into the CE space by Add usage quota & feature limitation banner to ... (!88984 - merged). The fix is to use the render_if_exists helper & move the affected part of the view to a new partial in ee/.
