Default enable FF batch_load_environment_last_deployment_group

What does this MR do and why?

Make FF batch_load_environment_last_deployment_group default enabled. We observed it working fine after global enabling from Kibana for a day. And prior that we enabled it in 25%, 75% project actors over this week and observed it to work fine.
