Introduce three frontend components that enables creation and management of GCP Cloud SQL database instances within GitLab web ui.

How to set up and validate locally

This MR introduces components but does not use them in any views -- that will be another MR.

Thus no way to setup GDK to view this feature-set. Please see the video above to view the components in action.
