What does this MR do and why?
Enables the epic_color_highlight by default.
As mentioned in !89709 (comment 989593822) and the messages in Slack, the team is okay to enable this feature and start removing the usages of the feature flag in the code. The first step of that is to enable the flag by default in the next release, so that in release+1 we can remove the checks in the code.
