Move Settings Operations controller to CE

What does this MR do?

In order to integration Sentry configuration within the Operations settings we need to

• Wait until https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/8983 is merged 🔀
• Wait until https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/24147 is merged 🔀
