Implement expanded section polling

What does this MR do and why?

Builds on !88260 (merged) by adding the enableExpandedPolling option. This is because widgets like license compliance have two endpoints. The expanded/collapsed state have their own optimized endpoint derived from the same backend data. However, they both use reactive cache and can return 204 - No Content independent of each other. So we need to add support for polling for the expanded endpoint.
